Housing Investment Services are looking to recruit a Specialist & Compliance Manager.

As the team manager, you will lead the specialist works and compliance team, responsible for managing specialist delivery schemes and Housing related compliance functions to circa 24,500 properties, ensuring accuracy, best practice, innovation and compliance with legislation. 

The Specialist & Compliance Manager will be responsible for leading on compliance; ensuring that Hull City Councils statutory duties, obligations, Approved Codes of Practice (ACOP), official guidance standards and best practice are all met. This includes our obligations in respect of Gas Servicing, Legionella, Asbestos, Electrical, Lift and other associated mechanical and electrical services ensuring the safety of customers, colleagues and contractors.

As the specialist & Compliance Manager you will:

  • Ensure effective H&S management systems, including risk assessments, policies and procedures and management plans are in place and maintained.
  • Build and maintain effective team arrangements to ensure delivery of the specialist works and compliance functions.
  • Carry out compliance audits & inspections of the delivery of works and/or planned preventative regime.
  • Establish and maintain record-keeping regime and maintain up-to-date information and records to provide assurance of ongoing statutory and regulatory compliance and carry out regular data audits.
  • Identify and prioritise training need amongst internal staff and assist in organising programmes.
  • Have a detailed knowledge of the Construction, Design & Management Regulations.
  • Develop business cases to support the delivery of schemes of work.
  • Have the ability to manage effective budgets/resources and enforce effective financial controls, showing sound business judgement.
  • Manage a team of experienced technical managers and officers.
  • Have the ability to plan ahead / organise / prioritise, implement service improvements and innovations.
  • Undertaking Change Management, planning and implementing new ways of working.
  • Manage contractors against performance targets.
