I am writing to you to object to the planned development. I believe that the proposed building is too close to the existing properties on Captains Walk and will lead to a loss of privacy and light to adjoining properties, not to mention increased traffic and noise. The idea of an underground access way to parking seems ludicrous, with the building work as proposed most likely to cause damage to the existing properties.

I would like to register an objection to the above planning application on the following grounds. The height of the building is not in keeping with the rest of the properties on the Anchorage. I am the owner of 21 Captains Walk and allowing a 4 storey building would mean that my house, along with many other properties would lose their privacy and be directly overlooked. My bedroom and bathroom will be in direct sight of the build. The estate was originally designed in such a way that the majority of the properties are not directly overlooked and i believe that this should continue. There is insufficient parking arrangements in place for the amount of apartments proposed. As a property owner, it is already a struggle, especially for visitors due to the existing limited parking for the area. Allowing such a large amount of additional housing will only make matters worse. The roundabout at the top of Commercial Road is already a nightmare and constantly backed up without the introduction of further housing/vehicles. I believe that any additional housing on the Anchorage should be in keeping with existing designs and heights.

I write regarding the proposed 4 storey building on the corner of Manor Street and Kingston Street, Hull. I am concerned about the vibration damage this building will cause to Marina Recreation Centre on the opposite corner. The centre is a listed building and has already suffered a number of new cracks this summer which could be from the building works opposite Ice Arena. More vibration damage could result in hefty bills to repair a Grade 2 listed building. My other concern is that of parking. The members of our bowling clun are predominantly elderly and many of them have mobility problems. At the moment we have an agreement to use the car park at the ice arena unless there is an event on. A bowling session lasts for 2 hours so really our bowlers need 2.5 hours parking to enable them to change their shoes etc etc. As you will already know the street parking is restricted to 2 hours but for the members who cant complete a full session (often due to mobility/health problems) the street parking is easier for them. If however we lose the street parking to allow for residents parking for these new apartments this will affect our members. In years to come when the ice arena is demolished to create more flats/houses where will those people park if they need extra parking. We cannot use the Kingston Retail Park nor the parking at Odeon Cinema as both are private car parks. The car parking allocation for the proposed new building will be 20 spaces short. If these people are granted residents parking passes this will have an impact on our business.

After receiving a letter with details of the above planning application, we are writing to inform you of our strong objections to the planning application. We welcome new developments to the area that have a potential to improve the area. However, we strongly believe that the proposed development will disadvantage the neighbourhood and will have a negative impact on the quality of life of residents, including ourselves, in the area. Height of the building, the proposed height of the building is four storey, three metres taller than the new build of the three storey town houses. Such height of the new build will significantly impact on our privacy. Actually, it will result into a loss of privacy, we will feel enclosed, and it will change out outlook dramatically. Also, the property will be at very close proximity to our property further reducing our privacy. Additionally, we will lose a lot of natural daylight. Moreover, the building will not be in keeping with the rest of the properties. Noise, we have already experienced a lot of noise and disruption from the demolition and build of Phase I (town houses). The Phase 1 building has lasted 18 months and it is unclear when it is going to be completed. We fear that the build of the four storey building will bring more noise and disruption, lasting for even a longer period. The noise and disruption has prevented us to enjoy our own garden to relax or have friends around, especially in the summer. We also needed to keep our windows closed to reduce the noise, causing us an inconvenience during summer days. Vibrations during the demolition stage (Phase 1, Town houses) caused numerous cracks in our house that required fixing at our own expense. Most importantly, any further works, especially if piling is required, are very likely to cause more extensive damage to our house. We believe this would be completely unacceptable. The application shows only 29 parking spaces, which will unlikely be sufficient for the residents at the new build. Please note that the parking at Kingston Street is already strictly restricted and there is no public car parking available close to the new build. The Kingston Retail Park is limited to retail park shoppers, the Ice Arena and Bonus parking are not free of charge. The off street parking at Commercial Street and England Street is already fully occupied during weekdays and especially weekends. The limited parking spaces proposed in the new build will further exacerbate the parking issues in this area. This will have impact on us as we need to use the parking space available on the Kingston Street. We hope that you will give these points due consideration before making decision on the planning application.

Vibration damage, will developers perform a 'free' survey on all adjacent residential properties pre demolition/build to ascertain the level of any further damage? Cracks have already appeared due to the vibration during the demolition/build of the 3 storey town houses and the use of heavy plant within the car park. Any piling works for the planned build is of particular concern. Height of new build, the look and height of the proposed erection of the four storey building is, 3 metres taller than the new build on Manor House Street of the new 3 storey town houses. This will impact on Grade 2 listed building on the opposite side of the road. The proposed new build will not be in keeping with existing properties. Existing, long established properties, particularly those to the East of the proposed developmet, will be impacted by closeness and height of the proposed building. They will become enclosed, outlook dramatically cha, overshadowing, and be overlooked losing any privacy. In some cases a huge loss of daylight. This will impact the value of properties. Due to the reduction in privacy, residents are already finding it necessary to apply mirrored film to their windows at their own expense. Car parking, the car parking is only 29 spaces, two bedroomed properties stipulated by Local Planning Standards require 2 parking spaces. So the car parking will be undersubscribed by 20 spaces. Also this will have an impact on car parking locally, where will visitors/residents park? Public car parks in walking distance? Where? Kingston Retail Park has a barrier restricting access when the site is closed. Ice Arena & Bonus are not free parking. Street parking is already very restricted during events in the area. If the new build is reduced from 4 to 2 storeys, this will mitigate the light and car parking issues, and be more in keeping with surrounding residential properties. Can the traffic infrastructure cope with the extra traffic - mini roundabouts and Commercial Road are already backed up at peak times. Is the area able to transfer to this much denser, populated area? Is the build taking place at the same time as the A63 development? Noise levels needs consideration, the demolition/build of the 3 storey town houses, for example have been very invasive to adjacent properties. Already, 18 months of daily disruption with noise, vibration and damage to properties. Some residents have been unable to contend with the constant noise, disruption and lack of consideration durig Phase 1 of the project (4 town houses) to the extend that they have felt it necessary to move or are considering placing their homes on the market. Phase 2 (29 apartments) will be intolerable for many more. Our community should not be broken up.

I write to offer my strong objection to the proposed new build on the corner of Manor House Street and Kingston Street. Parking, the proposed provision of car parking spaces is deficient according to Local Plan Parking Standards. It appears from the application that only 29 spaces are to be supplied, rather than the required 49. The applicants mitigation for the reduction seems to revolve around residents of the new flats living in the city centre not requiring a car. This point is weak, as there are no statistics which i have been able to find to back it up. The Applicant also suggests that visitors to the building will be able to utilise 'a number of public car parks' in the area. Kingston Retail Park is provided only for their customers. The Ice Arena car park is earmarked for housing and currently charges over £6 for a full day and is fully during events. The Bonus Arena car park is not close enough and is expensive. On street parking can be very limited during events, is zoned, and limited to two hours. Height and massing, the application shows the height of the building to be 3m taller than the adjacent Phase I town house development, and significantly taller than all surrounding residential properties. It will totally dominate our estate and will not be in keeping with it in any respect. Loss of privacy for long standing residents, i believe a number of residents have either already moved or are considering placing their homes on the market because of the development of this area. Some have felt it necessary to install mirrored film to their windows to mitigate against their total loss of privacy. Its important to note that our estate was carefully designed so that neighbouring properties overlook each other to a minimum. This benefit will be totally lost by many residents, including myself. Noise and vibration, during the demolition and build phases of Phase I (Town houses), i and many other residents have suffered daily from noise and disruption, so far 18 months. Vibrations during demolition have caused damage to my property with several cracks appearing in the fabric of the building. (Please see attached photos). Any further works, especially piling if required, is of very grave concern. I would ask that the council insist on the developers providing surveys of all adjacent residential properties to ascertain the level of any further damage caused by these works. Tracked or large vehicles traversing the car park cause earthquake-like vibrations to my property. Loss of light, several residents adjacent to the proposed development will be significantly affected by a dramatic loss of daylight and sunlight, they will become enclosed, their outlook totally altered amd be overshadowed. This development will not only affect their day to day wellbeing, but also the value of their properties. The flats above the Recreation Centre on the opposite side of Kingston Street will also suffer from a loss of light. Appearance, as Mr Beardsworth points out in his comments to you, the design of the building appears to be 'cluttered' and i believe it will have an undesirable impact on the Recreation Centre Grade II listed building directly opposite. I would ask tgat the council considers these points before granting approval. If the proposed build is reduced by two storeys across its easterly half, this would solve both the light/privacy issue and that of the lack of car parking spaces too.

After receiving the details from you about the above proposal i feel i must inform you of my objections. I understand that the finished building would be 3 metres taller than the new build of the 3 storey town houses on Manor House Road, this would shut out the majority of the natural light from my property and the closeness of the building will create an enclosure limiting the outlook dramatically. Privacy would also be greatly affected with the proposed building being approximately 25 metres away. Car parking would also be a problem as the existing parking areas apears to be far too small to accommodate all of the 29 vehicles plus visitors etc. Can the present infrastructure support the extra traffic? Commercial Road is already backed up at peak times. There is also the possible problem if property damage from any possible piling work and from the use of heavy plant during the demolition and the building process. Noise is also a consideration, already we have had to put up with the daily disruption from the building of the present 3 storey town houses. I understand that there is a demand for properties in the Old Town and the surrounding area but squeezing dwellings into any small area available appears to be a poor idea and an inconsiderate one to the already existing residents. I hope that you will give these points due consideration before making any decision.
