Planning advice

Please contact this office if you are submitting a planning application for the first time or need any help and advice to guide you through the planning process. We positively encourage pre-application discussions.

What to do when you receive your planning decision - planning conditions

A planning application may either be allowed, allowed subject to conditions, or refused. If it is allowed subject to conditions the permission does not come into force until all those conditions have been satisfied. The condition will specify what is required and when by.

Where details are required to be submitted for approval this requires a further fee which is payable before the request can be dealt with. For householder applications (such as house extensions) the fee is £25, and for all other developments the fee is £85 (no fee payable for listed building consent conditions).

Each request can include more than one condition. If confirmation that all conditions have been complied with on a completed development is required the same procedure and fees apply.

Submitting a planning application

Forms, plans and maps need to be provided or completed in support of an application for planning permission. Most of the mandatory forms can be downloaded from this site for printing and filling in. Alternatively copies of forms and planning advice are obtainable from planning reception during normal office hours.

A complete planning application should include the following:

  • four completed copies of the application form (please ensure that you have signed and dated each copy). Photocopies of the white forms are acceptable
  • a completed Certificate Under Article 7, which is a certificate of ownership
  • a completed Agricultural Holding Certificate
  • Buy onlinefour copies of a location plan of the site, with a red line showing the proposed area. Ordnance Survey maps can be supplied at planning reception at Kingston House. A charge will be made which includes a copyright fee which is returned to the Ordnance Survey.
    Planning maps may be purchased online from the National Map Centre *
  • four copies of each drawing or drawings. Drawings should be to scale, showing the different elevations of your proposals and should be dimensioned
  • the necessary planning fee (please contact the office if you have problems calculating your fee)
  • if your application relates to either commercial or industrial properties, please include four completed copies of Part II of the application forms.

    NB. Not all applications have to have four copies of plans; householder applications for properties that are not in a Conservation Area only need two copies.

Applications for Listed Building consent, Conservation Area consent, and consent to display an advertisement, have different requirements.

If an application is not valid you will be contacted by letter which will ask for the missing information.

We will try to reach a decision inside the eight week period which the we have to make a decision. Your co-operation in providing the correct information at the time of submission will help us to speed up this process.

Objecting to and commenting on a planning application

A major part of the planning process is the involvement of the public. We will notify neighbours of any planning application and/or post a site notice. In some cases notices are also placed in the local press (Hull Daily Mail).

Your comments on planning and related applications are welcomed, and may influence the eventual decision.

Many planning applications can be dealt with by officers. If you object to a proposal and you wish to be heard by the Planning Committee you will need to contact a local councillor, who will request that the matter is reported to the Committee. It is important that you do this quickly as the decision may be made by officers soon after the expiry of the consultation period.

The reception is open to the public Monday to Thursday 8.30am - 5pm and Fridays 8.30am - 4.30pm.

For specific planning applications it is best to contact the planning officer allocated to the case. This can be found in the weekly list of planning applications or from letters we send to you. If you wish to speak to a specific officer it is advisable to phone for an appointment.

Customers who wish to see a planning officer must make an appointment first (by phone, letter or email) otherwise we cannot guarantee an officer being available.
