 | Doing business with the council
Suppliers and contractors wishing to provide goods,service or works to the council must register on the supplier and contract management system (SCMS).

 | This is an interactive web-based system that has been introduced to ensure the fair and transparent procurement of goods, service and works within the procurement sector. This system is also used by twenty one other councils in the Yorkshire and Humber region.
The system will also provide you with access to current and future tender opportunities from across the region. Suppliers and contractors must be registered on SCMS in order to work with the council. Details of the types of opportunities that will be advertised in Hull are detailed below.

 | Tenders
All contracts above £50,000 are tendered and advertised on the SCMS. For specialist contracts, we may also use a relevant trade journal. If the value of the contract exceeds the European Threshold (please contact us for up to date threshold limits), it is also advertised in the Official Journal of the European Union (OJEU).
Council preferences In so far as the law permits, we, Hull City Council, require all tenderers to be assessed on the following -
- professional, technical and managerial capability (that is, quality standards such as ISO or equivalent)
- references and past/current performance under similar contracts
- financial standing and financial capacity
- insurance limits
- health and safety policy and arrangements
- environmental policy and arrangements
- race relations and equal opportunities policies and arrangements
The above assessment will be made as part of the tendering process. However, some information may have already been captured by the approved list process.

 | Approved list
We operate a list of approved suppliers on the SCMS. This is commonly referred to as an ‘approved list’. This list is divided into categories covering a range of works and services with a significantly high demand or turnover.

 | Suppliers can apply to be considered for approval on the SCMS, provided that the type of work or services they undertake is on our approved category list. To become approved, the supplier must first register on the SCMS and submit a completed approved list application form, along with any other required documents.
The purpose of an approved list system means we can establish a uniform standard of requirements for a specific category, eliminating the need to vet suppliers on every contract.
Our approved list is currently managed on the SCMS by Leeds City Council, as part of a regional shared service agenda. Details of the standard requirements to become an approved supplier for Hull City Council are available as a downloadable PDF below -
