Portfolio holders
The members of the Cabinet are called portfolio holders and each has responsibility for certain areas of activity. The Cabinet is chaired by the Leader of the council. The Cabinet is responsible for taking most of the day to day decisions of the council on matters known as Executive Functions.

How councillors are elected
Approximately a third of the council is elected every year. There are no elections every fourth year, so there are no elections in 2013.
Approximately a third of the council is elected each year. In wards where there are only two councillors, there will elections in two out of fours years, as you cannot elect thirds when there are only two councillors. A councillor’s term of office is usually four years before the seat is subject to elections again.

Committees and meetings
Council decisions that do not concern day-to-day service delivery are discussed and decided in committees. Hull City Council has a number of committees, all with a distinct purpose and area of influence. The committees meet on a regular basis.

Forward plan
The forward plan is a list of the key (major) decisions that the Cabinet, Cabinet committees or area committees are legally required to take during a four month period. The plan is updated monthly and is published on the second Friday of every month.

Councillors’ responsibilities
Councillors are democratically accountable to residents of the city and their ward. The overriding duty of councillors is to the whole community, but they have a special duty to their constituents, including those who did not vote for them.
Councillors have to agree to follow the Members' Code of Conduct to ensure high standards in the way they undertake their duties. The Standards Committee trains and advises them on the Code of Conduct.
