Pay council tax

You can pay your council tax using any of the methods detailed below. You will need your council tax reference number. This is an eight-digit number starting with 4. You can find this number on your council tax bill or Swipecard.

Direct debit payments

What is a direct debit?
If you have an account with a bank or building society, it’s a method of payment where you don't have to worry about remembering to pay your council tax each month. Direct debit is an automated way of paying the bill.

Direct debit is the simplest and safest way to pay your account.

What are the benefits to me?

  • a choice of monthly payment dates
  • a choice of paying over 10 or 12 monthly installments
  • no worries about remembering to pay
  • no late payments, reminders or summonses
  • no cheques to write out or cash to carry
  • no queuing at banks or post offices
  • you are free to cancel at any time

Paying by direct debit also makes it cheaper and simpler for the council to administer, which benefits everyone in our community.

How does it work?

Once your bank or building society have agreed that a direct debit can be paid from your account, we will ask them for your council tax installment to be paid at the frequency you have chosen. All the work is then done by us.

We notify you in advance of the payments for the year and give you at least 14 days prior notice in writing. We will issue you with advice regarding any amendments to your payments at least 14 days before the payment is due. This gives you sufficient time to query, or if required, cancel your direct debit.

Once the direct debit is set up, you do not have to fill in a new form every year, unless you change your bank or building society.

Why should I change from my existing payment method?

We are committed to providing the most efficient council tax collection service. It is our aim to get as many customers as possible to pay using direct debit because it is the cheapest and most efficient method of collection with benefits for both you and us.

How do I change to direct debit?

Before you set up a direct debit please make sure that you have your bank or building society name and account, sort code and branch address available. These details can be found on a bank statement.

Simply download and print the form and return by post to the address below and we will automatically claim your payment from your bank or building society.

What are the guarantees?

  • The efficiency and security of the scheme is monitored and protected by your own bank or building society.
  • If the amounts to be paid or the payment dates change we will notify you at least 14 days in advance of your account being debited.
  • If we make an error or one is made by your bank or building society you are guaranteed a full and immediate refund from your branch of the amount paid.
  • You can cancel the direct debit at any time by writing to your bank or building society. You should also send us a copy of the letter.

Bankers order / standing order payments (BACS)

Council tax can be paid by bankers Order / Standing Order using the following -

  • bank sort code: 62-24-11
  • bank account number: 00000000 (8 zeros)
  • paid to: Hull City Council

You will need your 8 digit council tax reference number (starting  with 4) preceded by 0000510000 making up an 18 digit reference number .

Please note, telephone banking and internet banking arrangements can be set up direct with your bank or on your own bank's internet  site.

Swipecard payments

You can pay your council tax using a Hull City Council Swipecard at -

  • any post office in the UK (cash or cheque)
  • any PayPoint outlet in the UK (cash only)
  • Council offices listed below (see counter payments)

To apply for a Swipecard (or to replace a lost Swipecard) telephone 01482  300 300 or text phone 01482 300 349.

Please note, Swipecards hold council tax reference numbers only and no other account details.

What is a Swipecard?

Telephone payments

You can pay your council tax via the telephone on 01482 300 300. The automated service is available 24 hours a day, seven days a week, including weekends and bank holidays. 

Text phone customers can pay by calling the call centre on 01482 300 349 from 8am till 7pm, Monday to Friday and 9am till 1pm on Saturdays. Please note that the automated payments system is not text phone compatible.

To make a payment, you will need to have your credit or debit card, account  details and a pen and paper available when you call. Callers will be quoted a unique receipt number for each payment. All supplied data is stored on a secure database.

Cheques or postal orders should be made payable to Kingston upon Hull City Council and you should write your account reference number on the back of your cheque or postal order.

Please note, cash should only be sent in registered envelopes.
