Street collection permit
It is unlawful to hold or promote for the benefit of and/or on behalf of a charity, charitable or other philanthropic purposes in any street or public place without first obtaining a street collection permit from a local authority. This includes the collection of cash or the sale of goods.
Any organisation which is not registered with the Charity Commisson but describes itself in essence as charitable/non-profit making and wishes to perform/undertake a collection on the public highway on its own or on behalf of any other organisation which falls under this category, should obtain the appropriate street collection permit.
If the proposed collection is taking place inside a public building (for example a shopping centre), permission should be sought from the manager of that premises and a permit is not required from the local authority.
This includes collections that take place -
- at a single point
- in conjunction with a procession or parade along an agreed route
- throughout the council's area (i.e. on a Flag Day)
All collections must show some local connection. In addition, applicants for Flag Days are required to produce copies of their society's most recent accounts.
Hull City Council will not permit competition between collecting societies. Therefore on days on which Flag Day Collections have been approved, no other collections will be granted. More than one application for a street collection on any particular day will be considered if the distance between collections is sufficient.
No promoter, collector or person who is otherwise connected with a collection shall permit a person under the age of sixteen to act as a collector.
Duration of permit
All permits are granted for the specific date and time of the event.
Application deadline
All applications must be submitted 28 days prior to the collection taking place. The local police must be advised of proposed collections involving use of the highway.Any applications received after this period will be refused.
In addition, an application that is going to take place within the city centre is also subject to approval from the council's events team due to it being a promotional area. How to apply for a permit
The application process requires that the applicant must provide their full name and address, the name and address of the benefiting charity and the objects of the benefiting charity or fund. The application also requires the date, time and location in which the collection is to take place.
