Article 4 Direction affecting houses in multiple occupation (HMOs)

On 9 October 2013, a Direction was made under Article 4(1) of the Town and Country Planning (General Permitted Development) Order 1995, as amended.

The Direction removes permitted development consisting of a change of use of a building to a use falling within Class C4 (houses in multiple occupation), of the Schedule to the Town and Country Planning (Use Classes) Order 1987 from a use falling within Class C3 (dwellinghouses) of that Schedule.

Planning permission will therefore be required for change of use from Class C3 to Class C4.

The Article 4 Direction applies to a specific area being land in part of the Avenues, Pearson Park, Newland, Newland Park, Inglemire and Beverley Road areas.

Article 4 Direction affecting new or altered hardstandings proposed at houses in the Avenues area

An Article 4 Direction is in force which removes permitted development rights from any houses with a front garden either next to a tenfoot access or with an existing vehicle crossover to the highway for creating or amending a hardstanding in front of the house. Planning permission will be required for those works proposed after 16 June 2015 at any house within the Avenues area of the Avenues and Pearson Park Conservation Area.
