The preliminary flood risk assessment has been carried out to ensure Hull City Council meets its duties as a lead local flood authority (LLFA) with the delivery of the first stage of the flood risk regulations (2009). The european floods directive requires a consistent approach to the management of flood risk across all member states, the flood risk regulations (2009) identify unitary and county level authorities as LLFA’s and lay down the actions required of them to satisfy the UK’s input to the directive.
About the plan
The PFRA identifies significant local flood risk – flooding arising from smaller watercourses, surface water and groundwater. The report has used the council’s strategic flood risk asssessment, surface water management plan and nationally available mapping from the Environment Agency to identify possible future impacts of local flood risk. A flood risk area has been identified comprising 19,557 properties at risk from a rainfall event of a 1 in 200 year magnitude – this includes 4600 properties in the Haltemprice area of East Riding of Yorkshire Council which are linked to flood risk in Hull. This exceeds the national reporting thresholds and the report recommends that the flood risk area should be reported to the European Commission. The report recommends that the area is named the Hull and Haltemprice flood risk area and it has been reported in both councils preliminary flood risk assessments.
