Consultation begins on relaxed planning controls to support Hull Enterprise Zones - 14/02/2012
Hull City Council's public consultation on the Enterprise Zone Local Development Order created to attract renewable energy associated businesses begins today (February 14).

The proposed Hull Local Development Order (LDO) applies to sites at the city's Alexandra Dock and Queen Elizabeth Dock and will simplify planning arrangements by granting outline planning permission for development associated with renewable and low carbon industries.

The LDO is one the key enterprise zone benefits to help attract businesses and jobs to the area by making planning arrangements more flexible, streamlined which helps to reduce costs and timescales and enable construction to start quickly.

These arrangements will mean that businesses, within certain guidelines, can establish without requiring certain planning permissions. The guidelines, detailing what will be permitted, will be out to consultation until March 13 ahead of the LDO's final implementation on April 1 2012.

Developers would still be required to submit planning applications for details such as appearance, landscaping, layout, and scale. The outline permission would also be subject to conditions, drafts of which are included within the LDO. The Order will ensure that development that is permitted does not have negative impacts on neighbours, the environment or the wider area.

All documents relating to the LDO are available to view on the Council's website www.hullcc.gov.uk or at its Planning Department, Kingston House, Bond Street, Hull.

Any amendments following consultation will be made during the formal adoption during March. Adoption will be subject to any minor amendments to the LDO as requested by the Secretary of State during a 21 day period of consideration.

Councillor Steven Bayes, Hull City Council's Portfolio Holder for Economic Regeneration and Employment said: "The Hull Local Development Order is one of the many tools we have been handed as part of the enterprise zone, which will make it easier for businesses to come to the city, which in turn, can only have a positive effect on our local economy.

"The order, which will make it easier for renewable energy associated businesses to set up in the zones, will also help us to realise the city and Humber region's ambition to become a renewables hub. With offshore wind, tidal power and other renewables projects already showing their interest in the city, and working alongside neighbouring enterprise zones in the East Riding, the order will further enhance the Green Port Hull offer."
