Council to crack down on irresponsible horse owners - 21/09/2011
Special contractors employed by Hull City Council will shortly be issuing notices warning that horses found grazing illegally on council owned land in the city could be impounded.
Tethered horses and horses running loose on council land, such as playing fields, highways and other amenities, are a constant nuisance and have been the cause of many complaints over the years.
Most horse owners take responsibility and care for their pets, but these animals regularly cause damage, are a potential threat to children and other people and risk serious accidents on the road. Furthermore, being kept in this way, runs the risk of harm to the horses themselves.
A professional horse impoundment company, with wide experience of dealing with this type of problem, has been brought in to help the council crack down on the number of horses currently kept on council owned land. Horse owners who ignore the warning notices risk having their horses removed. Humberside Police will attend the impoundment procedure to prevent a breach of the peace.
The animals removed will be treated humanely and transported to stables where they will be well cared for until the owner claims their animals. A retrieval fee to cover costs will be payable.
The council warns any of its tenants, who may have horses grazing illegally, not to remove them to graze in their gardens because keeping horses at council owned homes could be a breach of their tenancy agreement.
Over the last 18 months or so, as the problem in the city has exacerbated, the council has sought to liaise with the owners of illegally grazing horses. However, the problem has continued, leaving the Council no alternative than to pursue impoundment. The council is committed to making Hull a safer, healthier and more pleasant place for everyone who lives, works and visits the city, and to promote responsible pet and livestock ownership.
