Hull City Council closes China Dragon - 21/09/2011
Hull City Council's environmental health officers used their emergency powers to close the China Dragon Chinese takeaway, Inglemire Lane in Hull, following a complaint from a member of the public, who had allegedly found a dead cockroach in a meal delivered to their home.
Although an infestation of cockroaches was not found when environmental health officers visited, there were numerous other problems posing an imminent risk to public health, therefore officers served a Hygiene Emergency Prohibition Notice.
At a hearing in front of the District Judge on Wednesday 13 September 2011 an order was granted to keep the takeaway shut. The takeaway operator Mr Zhou Xing Li was not present for the hearing. The court heard evidence environmental health officers regarding:
- Food found cooling outside
- Open food stored in a shed
- Food being stored in a substandard lean to structure
- Evidence of mouse activity in the food preparation and storage areas
- No food safety management system in operation
- No disinfection of food preparation surfaces and no suitable sanitiser to use
- No washing of hands by the food handlers
- No date labelling to food and poor stock rotation
- Details of the complaint regarding a dead cockroach found in a meal prepared at the premises
The Scores on the Doors rating for The China Dragon is E "very poor" with a score of 15 out of 100. Details of all of the ratings can be found at www.hullcc.gov.uk along with details of the Council's intention to change to the Food Standards Agency's Food Hygiene Rating scheme which is now operated by 185 other Local Authorities in the UK. Hull City Council intends to transfer to the new ratings scheme in early 2012.
Councillor Hewitt, Portfolio Holder for CitySafe, commented:
"Environmental Health Officers responded quickly to a serious complaint and took swift action to close the takeaway and protect the health of the public." He added "The Scores on the Doors rating scheme and the new Food Hygiene Rating Scheme we are adopting exist to provide members of the public clear information on the findings of Environmental Health Officers who make regular inspections of food premises. I urge all shoppers and diners to seek out this information."
