Graffiti

Graffiti is a crime. Graffiti are words or drawings that are written, painted, sprayed or scratched on the surface of any property.

Report graffiti

If you wish to report graffiti somewhere other than your property, please report it using the online form below. Your reports will be treated as confidential under the Data Protection Act.

After a report has been made you will be contacted by the environmental neighbourhood nuisance team. They will be able to offer advice and/or action will be taken to remove the graffiti when necessary.

Request graffiti to be removed from a private property

If you are unable to remove graffiti from your property, we may be able to help you to remove it. Depending on the location, type and amount of graffiti involved, a charge may be applied.

If you need help to have graffiti removed from your property, please request this using the online form below -


You can also request graffiti to be removed from your property by -

  • calling us on 01482 300 300
  • visiting your local housing office if you are a council tenant 
  • visiting your local customer service centre

We are not responsible for the removal of graffiti from private property, railway land and structures such as -

  • junction boxes
  • telephone boxes
  • bus shelters

It is the responsibility of the property owner, for example BT, Kingston Communications or JCDecaux, to remove graffiti from these surfaces.

Penalties for graffiti

Graffiti is an offence and contrary to Section 1 of the Criminal Damage Act 1971. The council may decide to serve a £75 fixed penalty notice (FPN) or prosecute persons responsible.

If convicted, the courts can impose a summary fine of up to £5,000 and/or up to six months imprisonment, or an indictment of an unlimited fine and imprisonment for up to ten years. This is in addition to any costs incurred by the council.

Cleaning up graffiti through community payback

Community payback is where ex-offenders wear bright orange tabards whilst carrying out unpaid work in the community, in full view of the public.

You can have your say about what community payback work offenders do in their community. Projects can range from litter removal or clearing dense undergrowth, through repairing and redecorating community centres, to removing graffiti.
