Financial control

There are two very important areas of financial control within Hull City Council -

  • audit and business risk management
  • insurance and loss control

Audit and business risk management

It is important that we monitor how the council's budget is spent, and that we have a system in place for planning and checking proposed spending.

To enable us to carefully plan, monitor and report on our spending and spending proposals, we have a corporate finance team. The team provides all areas of the council with advice on financial planning and spending. The team also advises councillors and prepares reports for council committees. The team also produces the annual statement on internal control.

As well as advising Hull City Council, the corporate finance team also provides support to external organisations, such as the Humber Bridge and Humberside Fire Service.

Corporate Finance is divided into several areas of responsibility -

Accountancy and financial planning

  • to formulate financial strategy in line with service plans
  • to give support to the service heads, corporate directors and councillors
  • to prepare reports with recommendations for committees of the council
  • to comment on the financial aspects of reports circulated by officers to ensure compliance with financial regulations and policies.

Audit and business risk management

  • to give independent, objective assurance and consultancy advice
  • to investigate matters of fraud, financial irregularity and alleged impropriety
  • to ensure operations are compliant with local statutory requirements
  • to provide opinion on the adequacy of internal controls
  • to contribute to the production of the Statement on Internal Control

Insurance and loss control

Hull City Council has an internal team to manage its insurance-related responsibilities, and to help avoid disruption to council services and finances. The council's Corporate Finance team -

  • provides a claims management service
  • arranges and negotiating appropriate insurance cover for the council
  • investigates of potential and actual claims against the council
  • collates necessary supporting evidence
  • submits claims on behalf of the council
  • provides control of all claims against the council's insurance policies
  • manages insurable risks to minimise potential losses and reduce disturbance to council services
