Private sector housing strategy

Our private sector strategy and supporting policies are key to setting out how we will deliver Hull’s housing neighbourhood and renewal strategy 2011 - 2016 in respect of private sector housing in the city.

Private sector housing strategy 2012 - 2016

This document sets out the progress and achievements since the last strategy was produced. Our intervention, articulated in this strategy, will support the themes in the housing neighbourhood and renewal strategy 2011 - 2016 in respect of housing need, access to housing quality, neighbourhood quality and neighbourhood renewal and growth. We will update the action plan to the strategy on an annual basis to reflect the developments in the overarching strategy, national changes and available funding.

Private sector housing enforcement policy 2012 - 2016

This policy covers the way in which the council will deal with statutory nuisance from property, hazards and amenity standards in the home which affect the health, safety, comfort and convenience of occupiers, visitors and the public. It also covers statutory nuisance from properties. In developing this policy the council has had regard to the regulators’ compliance code, which requires a risk-based approach and proportionality to regulatory enforcement.

Empty property policy 2012 - 2016

The overall aim of the policy is to set out the range of measures that the council will use to help bring long term empty properties back into use.

This policy will seek to ensure that the council, through available legislative powers and informal persuasion, minimise the impact that long term empty properties have on adjoining properties and the local community and at the same time secure the re-occupation of empty properties to the benefit of residents with housing needs and owners of such properties.

Private housing renewal policy 2012 - 2016

The assistance policy contributes to the fulfilment of the housing and neighbourhood renewal strategy 2011 - 2016 by providing a range of grants, loans and advice that will specifically tackle decent homes in the private sector, fuel poverty targets, area regeneration, provision of adapted properties, stock reduction, empty properties and home maintenance.
