Petitions

If you feel strongly about a local government issue that needs a call to action, you can submit a petition to us. Please note, however that there are also other alternative routes to bring concerns or questions to committees - and some matters are excluded from the petitions scheme, including those relating to planning, licensing and where an individual or organisation has a statutory right to a review or an appeal. If you organise a petition online we will tell you when it is open for signature, or, if it can’t be accepted, we will tell you why as you may be able to resubmit it with changes.

When your petition reaches its closing date we will tell you what steps the council will take in response. Our response will depend on what your petition asks for and how many valid signatures have been collected.

Validation of signatures to the petition is normally taken from the name, address and postcode stated within the petition. This postcode should relate to the address where the person who has signed the petition lives, work or studies within the Hull boundary as other postcodes will not provide validation.

If you have submitted your petition online we will also publish our response on the petitions portal.

From 1 April the minimum number or valid signatures required is at least 50 for a petition to be accepted into our petitions scheme. If your petition has less than 50 valid signatures we can help you to consider an alternative procedure.

Petitions with a high level of support (over 1,500 signatures collected) will be debated at a meeting of the authority.

A form will be issued by the Customer Feedback team for completion by all petition organisers to give us some background information to their petition to help the council respond to it.

Officer briefings will be produced for all petitions for area committee and council meetings. Petitions cannot be accepted at a council meeting at which the setting of council tax as part of the budget is a business item on the agenda,

Create, view or sign a petition online

You can submit a petition to us online. You can also view other petitions and sign up and support them. Only people who live, work or study within the boundary of Hull City Council can bring or sign a petition under our petitions scheme. Please bear this in mind regarding the postcode you use when signing petitions.

The petitions site offers two options, you can either create your own e-Petition or access existing petitions.

Access and sign ePetitions

When viewing e-Petitions, if you wish to sign a petition you need to enter some basic details about yourself. Please ensure that the house number or name, street, town and postcode details you enter relate to the address where you live, work or study within the Hull City Council boundary for your signature to be valid. When you sign a petition only your name will be displayed on the public site.

After you have entered your details there is an additional verification code to enter to complete your signature. You must enter the code that is displayed in the image.

If you register as a user you can log on and sign e-Petitions without having to enter all of your details again.

Create a Petition

To create a new e-Petition you must be logged in to a user account that has your address details filled in within your profile. Please ensure that the house number or name, street, town and postcode details you enter here relate to the address where you live, work or study within the Hull City Council boundary.

To create a new user account you must use the register link.

If you experience any difficulties email customerfeedback@hullcc.gov.uk for help. 

You must show you are living, working or studying at an address that is within the boundary of Hull City Council to sign or create a petition.

Members of the public may submit petitions to us on paper or from an online website. If you print or email us a petition originating from a different website the address details of the people who have signed it must show they live, work or study within the boundary of Hull City Council or they will not count as valid signatures.
