New Joint Waste Local Plan

Hull City Council is leading on the production of a new joint waste local plan which will cover Hull and the East Riding of Yorkshire. It will replace the original joint waste local plan, which was adopted in November 2004. Production of the plan is needed to comply with the requirements of the planning system brought in by the Planning and Compulsory Purchase Act 2004 and subsequent government legislation and guidance which, amongst other things, now requires specific sites to be allocated for waste management use rather than rely on criteria based policies to deliver sites. The joint waste local plan will provide the planning framework needed to make decisions on waste related planning applications.

Once adopted the joint waste local plan will -

  • identify specific sites suitable for waste management use
  • provide policies against which waste management proposals on non-allocated sites will be judged
  • protect sensitive environments from harmful waste management development

Early consultation on the joint waste local plan to discover any issues and options ran from 10 April to 22 May 2008. During this time people could view the document and comment on it using our online consultation system as well as at libraries and customer service centres.

An additional consultation was also undertaken between Tuesday 7 February and Friday 6 April 2012. This will allow changes since 2008 to be considered. These included falling rates of municipal waste arisings and an increase in the rates of domestic recycling.

A sustainability appraisal (SA) is required as part of the plan-making process. It assesses the economic, social, and environmental impacts of the joint waste local plan to help ensure the plan's policies and proposals are as robust as possible. The production of an SA scoping report is the first stage in the SA process. It sets out a baseline for assessing the potential impacts arising from the joint plan as its production progresses. Consultation on the scope of the SA took place during 2012.
