New Hull Local Plan

News

We are preparing a new Hull Local Plan that will be used to guide development in the city up to 2032. It identifies land for different uses and once adopted, its policies are used to determine planning applications. The Hull Local Plan is accompanied by a city wide policies map.

The Submission Local Plan was submitted to the Planning Inspectorate on 16 December 2016. The plan takes into account responses we received to the Issues and Options consultation in 2014, the Preferred Options consultation in 2015 and the Publication consultation in 2016.

As a result of the consultation on the Publication Local Plan, a number of changes are proposed. These can be found in the Proposed Changes to Hull Local Plan Consultation Document. Some new or updated supporting and evidence base documents have also been produced. The Submission Plan, Proposed Changes and supporting documents can be viewed online. Any comments on the Proposed Changes or supporting documents must be received by the Council by midnight on 31 January 2017.

What's next?

An independent Planning Inspector has been appointed by the Secretary of State to conduct an examination of the Hull Local Plan, to consider whether it meets the requirements of legal compliance, the duty to co-operate and soundness. The Inspector will decide who will participate in the examination hearing and will contact the relevant individuals/ parties independently from the Council. The Council can also confirm that the examination hearing will start on Tuesday 14 March 2017 at 10am. The venue at which the hearing will be held is expected to be Brunswick House, Strand Close, Beverley Road, Hull, HU2 9DB. Background

Hull already has a local plan. However, it was published in May 2000 and parts of it are becoming out of date.

Access the saved Hull local plan

In March 2012 the Government published the National Planning Policy Framework (NPPF). This advised every planning authority to produce an up-to-date local plan for their area.

We are working on a new local plan document which will look to wholly replace the saved local plan (2000). This will include a key diagram, indicating locations for development at a strategic level. In addition it will include more detailed development management policies as well as a policies map showing specific site allocations and area designations.

It is likely to include policies and measures to -

  • deliver the correct quantity and types of housing to meet future needs
     
  • measures to address climate change, including dealing with flood risk
     
  • ensure there is sufficient land and buildings to meet future employment needs
     
  • protect and improve open spaces and sports facilities, to help improve people’s well being
     
  • protect and enhance parts of the city which are of natural, historic or architectural importance
