Blue badges for adults

Apply online

You can apply online for a new badge, or you can renew your existing badge if it is going to expire in the next eight weeks. Access the online Blue Badge application form below.


Within the form you can upload your -

  • proof of eligibility
  • proof of address
  • proof of identity
  • photograph

However, if you are unable to upload these documents you can still complete the form online. A member of staff will contact you to let you know what you need to do next.

If your application is successful you will need to make a £10 admin fee payment online using a debit or credit card.


How and when you will receive your badge

If your application is successful the blue badge will be posted to your desired address. If you are making a brand new application this will be within seven to ten working days. If you are renewing an existing badge you will receive your new badge before your existing one expires.

Information on how to use the disabled car parking badge will be issued with the badge.

Automatically eligible

You can be automatically issued with a badge if you are –

  • in receipt of the higher rate of DLA mobility supplement
  • in receipt of the war pensioner’s mobility supplement
  • registered blind or severely sight impaired
  • in receipt of a lump sum benefit at tariff 1-8 of the Armed Forces Compensation Scheme and certified as having a permanent disability which causes inability or very considerable difficulty in walking
    in receipt of Personal Independence Payment (PIP). Your letter needs to have one of the following four phrases under the "Moving around" section
    • You can stand and then move unaided more than 20 metres but no more than 50 metres (8 points)
    • You can stand and then move using an aid or appliance more than 20 metres but no more than 50 metres (10 points)
    • You can stand and then move more than 1 metre but no more than 20 metres (12 points)
    • You cannot stand or move more than 1 metre (12 points)

Discretionary eligibility

If you do not meet any of the above conditions, you may still apply for a badge if any of the following apply -

  • you have a permanent and substantial disability. This means that you are unable to walk or have considerable difficulty in walking
  • you have a severe disability in both arms and are unable to operate some or all parking meters and drive a vehicle regularly
  • you transport a child under three who needs to be accompanied by bulky medical equipment or due to a severe condition may need swift access to medical treatment (these applications would be processed in the name of the child)

In some circumstances you may need to have an Independent Mobility Assessment (IMA) which will be carried out by a qualified occupational therapist employed by Hull City Council.

All IMAs will be carried out at Netherhall, Wawne Road, Hull. However, most blue badge applications will not need an IMA as an outcome will be reached during the application process.

A limited number of blue badge appointments are available at the following libraries -

  • Bransholme Library
  • Central Library
  • Fred Moore Library
  • Greenwood Library
  • Ings Library
  • Western Library

Please ring 01482 300 300 to make an appointment.

Please bring the following with you to your appointment -

  • £10 admin fee
  • evidence to confirm your eligibility, for example, a letter from the Department of Works and Pensions (please note that this evidence must be dated within the last 12 months)
  • proof of address (dated in the last 12 months). We will accept the following
    • council tax bill for the current year
    • bank statement
    • utility bill
    • benefit book/letter
    • letter from health professional (eg, GP, hospital)
    • DWP or PIP letter.
  • proof of identity. We will accept the following
    • birth/adoption certificate
    • marriage/divorce certificate
    • civil partnership/dissolution certificate
    • valid driving licence
    • valid passport
    • valid bus pass
