Littering

You can help reduce the amount of litter by disposing of your litter responsibly and encouraging others to do the same too.

Littering is a crime, and a person who throws down, drops, or deposits and leaves litter may receive a fixed penalty notice (FPN) or face a prosecution.

Littering is not just an offence in public places such as shopping and recreation areas, pavements, public spaces and car parks, but on any private land, as well as land covered by water.

If you have witnessed somebody littering, please report it. Your report is treated confidential under the Data Protection Act.

What happens next

After a report has been made you will be contacted by the environmental neighbourhood nuisance team who can give advice and action will be taken when appropriate.

Penalties for littering

Littering is an offence within section 87 of the Environmental Protection Act 1990. A £75 fixed penalty notice (FPN) may be issued, and the person may also face prosecution.

If convicted by the courts, the person who littered may receive a fine of up to £2,500. They may also be held liable for the payment of any costs incurred by the council.

Cleaning up litter through community payback

Community Payback is where ex-offenders wear bright orange tabards whilst carrying out unpaid work in the community, in full view of the public.

You can have your say about what community payback work offenders do in their community. Projects can range from litter removal or clearing dense undergrowth, through repairing and redecorating community centres, to removing graffiti.
