Discussions with Members of the Planning Committee
For certain types of application there is the opportunity to discuss your proposals with Members of the Planning Committee. The following types of application are considered appropriate for Pre-application meetings with the Members of the Planning Committee.
major applications (as defined in NI157a) - generally, 10 or more houses, 1000 sq m or more of floorspace, sites of 0.5 ha or 1ha or more
schemes in conservation areas which would have a significant impact on the character and appearance of the area
schemes affecting listed buildings
schemes which Members have asked to be presented eg following a refusal of an application by Committee
repeat visits only when specifically requested by Members at a previous pre-app meeting or as identified by the applicant as necessary prior to the first pre-app meeting
in exceptional circumstances only, other schemes not falling into the above at the discretion of the Chair.

If you are making a request for pre-application planning advice please complete the request form below and submit it to the Planning Department with the appropriate supporting information.
Forms, plans and maps need to be provided or completed in support of an application for planning permission. Most of the mandatory forms can be downloaded from this site for printing and filling in. Alternatively copies of forms and planning advice are obtainable from planning reception during normal office hours.
A complete planning application should include the following:
a completed copy of the application form (please ensure that you have signed and dated where necessary). Photocopies are acceptable
a completed Certificate Under Article 7, which is a certificate of ownership
a copy of a location plan of the site, with a red line showing the proposed area. Planning maps may be purchased online from the National Map Centre
1 copy of each drawing. All plans and drawings should include the following information: the scale of the drawing, the original paper size, key dimensions and a scale bar indicating a minimum of 0-10 metres
the necessary planning fee (please contact the office if you have problems calculating your fee)
Applications for Listed Building consent, and consent to display an advertisement, have different requirements.
If an application is not valid you will be contacted by letter or email which will ask for the missing information.
We will try to reach a decision inside the national target period, which is normally eight weeks. Your co-operation in providing the correct information at the time of submission will help us to speed up this process.

What to do when you receive your planning decision - planning conditions
A planning application may either be allowed, allowed subject to conditions, or refused. If it is allowed subject to conditions the permission does not come into force until all those conditions have been satisfied. The condition will specify what is required and when by.
Where details are required to be submitted for approval this requires a further fee which is payable before the request can be dealt with. For householder applications (such as house extensions) the fee is £25, and for all other developments the fee is £85 (no fee payable for listed building consent conditions).
Each request can include more than one condition. If confirmation that all conditions have been complied with on a completed development is required the same procedure and fees apply.
Objecting to and commenting on a planning application
A major part of the planning process is the involvement of the public. We will notify neighbours of any planning application and/or post a site notice. In some cases notices are also placed in the local press (Hull Daily Mail).
Your comments on planning and related applications are welcomed, and may influence the eventual decision.
Many planning applications can be dealt with by officers. If you object to a proposal and you wish to be heard by the Planning Committee you will need to contact a local councillor, who will request that the matter is reported to the Committee. It is important that you do this quickly as the decision may be made by officers soon after the expiry of the consultation period.

The reception is open to the public Monday to Thursday 8.30am - 5pm and Fridays 8.30am - 4.30pm.
For specific planning applications it is best to contact the planning officer allocated to the case. This can be found in the weekly list of planning applications or from letters we send to you. If you wish to speak to a specific officer it is advisable to phone for an appointment.
Customers who wish to see a planning officer must make an appointment first (by phone, letter or email) otherwise we cannot guarantee an officer being available.
