Hackney carriage vehicle licence

All hackney carriages licensed in Hull are wheelchair accessible. They have to meet strict requirements in order to become licensed. A hackney carriage must hold either an M1 European Whole Vehicle Type Approval Certificate or an M1 National Level Low Volume Type Approval Certificate. In addition, all vehicles newly licensed must be in a manufacturers' single standard factory colour, be fitted with a calendar controlled meter and be no more than eight years old. Once licensed, a vehicle can be renewed until it is no more fourteen years old.

At present the hackney carriage fleet of vehicles is set to a maximum of 170 vehicles.

A survey in 2009 showed that there are currently enough licensed hackney carriages to meet demand. So the maximum number will stay at 170 at present.

We will do further surveys in the future to made sure we issue the correct number of licences.

How to apply for a vehicle licence

You will need to complete an application form, and give specific details of the vehicle and who owns it.

MOT Exemptions

If you have a Private Hire or Hackney Carriage vehicle licensed by Hull City Council, your vehicle may be exempt from and MOT.

This will apply to all vehicles that have a current private hire or hackney carriage licence and a current compliance certificate. To enable you to tax your vehicle at the Post Office you need to provide a V5 document, current compliance certificate and also complete a V112 Declaration of exemption from  MOT testing form. Please note that you cannot tax your vehicle online without an MOT.

The fee to examine the vehicle is the current MOT fee. This is payable at the test centre on the day of the vehicle examination.
