Personal treatment licences
Hull City Council registers hairdressers, barbers, acupuncturists, tattooists, ear piercers, body piercers and premises carrying out electrolysis. We do this to help maintain the health and safety of customers and the people that work in these establishments.
Such businesses must comply with the byelaws adopted by the council in relation to cleanliness and hygiene of the premises. A copy of the byelaws can be downloaded below.
In addition, the businesses must also comply with other health and safety legislation and ensure it is controlling health and safety risks effectively.
In August 2013, a new ‘Tattooing and body piercing guidance toolkit’ was launched by the Chartered Institute of Environmental Health (CIEH) to provide practical information to support both local authorities and businesses in England to adopt safe standards of practice.
The guidance has been developed by a panel of health protection and practitioner representatives, and has been endorsed by the CIEH, Public Health England (PHE), the Tattoo and Piercing Industry Union (TPIU) and the Health and Safety Laboratory (HSL).
Hull City Council will use this guidance in determining compliance with legal requirements for effective control of risks in tattooing and body piercing businesses.
