House to house collection licence

A house to house collection licence is required by any person or group who wish to go from one premise to another collecting money or selling items, where a proportion of the proceeds are to benefit a charity.

This licence covers collections from all types of premises. You will need a house to house collection licence to collect money for charity at a pub, for example. If you want to carry out a so-called 'pub crawl', the local Police are able to issue an exemption certificate if the collection is for local purposes and is over a short time. This is a free licence.

Duration of the licence

If approved, the maximum duration of the licence will be 12 months. However, the licence is usually issued to cover only one or two collections.

National Exemption Order

Any charity which has not been granted a National Exemption Order can apply for this order by applying to the Office for Civil Society (part of the Cabinet Office).

Once obtained, a charity no longer needs to apply to the council for collection licences. However, the charity is still required to notify the licensing section at the council prior to any collection taking place and any correspondence should state this.
