 | Housing and council tax benefit
Housing benefit helps tenants pay their rent. Council tax benefit helps tenants and homeowners to pay their council tax.
Please note - from April 7 2008, private tenants will see the introduction of local housing allowance (LHA) which will replace housing benefit for Hull tenants who live in privately rented accommodation. If you rent from the council or a housing association you will still be able to claim housing benefit.
If you are eligible for housing or council tax benefit, the amount you receive will depend on your circumstances and how much you have to pay.
If you are not eligible for council tax benefit, you may be able to receive Second Adult Rebate. This is for people who cannot get council tax benefit for themselves, but who have people living with them who are on low incomes.

Who can claim?
You may be entitled to housing or council tax benefit if you are:
- on a low income (please note: you don't need to be claiming any other benefit to qualify)
- your savings are less than £16,000 (please note: different capital rules apply to people over 60)
- responsible for paying rent
- obliged to pay council tax on your home
Please note that with effect the 27 October 2008 , Child maintenance received for a child is fully disregarded when calculating entitlement to Housing and Council Tax Benefit.
Please note that in addition to the above, if Maintenance is received by an adult for the adult, the first £15 of this can be disregarded provided there is a dependant in the household.
How much will I get?
The amount you receive will be based on:
- money you and your partner have coming in: earnings, some benefits and tax credits, and other income, such as occupational pensions
- your and your partner's capital savings and investments
- your circumstances: such as your age, the number of people in your household, the ages of your children, whether you or any of your household are disabled

The customer feedback scheme is a council-wide scheme designed to give customers a way to compliment, comment or complain about a service. Or to offer suggestions that enable us to understand how our customers view the level of service we provide, and what level of service our customers expect.
The customer feedback scheme is not part of an appeals process. It is for commenting on the quality of service we provide, not for appealing about the level of a benefit award, or overpayment.
To get a form:
You will be given or sent a copy of your comments for your own records. You will get a response to any complaint within two weeks.
